maybe it's called basic education. we have to admit that some people don't even have toilet training. it really is sad to know that in this age, some people are still not used to it.....
...in our case, it's insulting.
I remember during our flight to Singapore , there is a janitor inside the restroom who pointed the bowl for me as if I am dumb to know where it is....
these signs have similar effect.
